Incident Command Systems


The Incident Command System (ICS) is a model for command, control, and coordination of planned events and emergency response. It provides a way of coordinating the efforts of agencies and resources as they work together toward safely responding, controlling and mitigating various types of incidents.

Incident Command Systems Level 100


Prerequisite: None
Duration: 3 Hours
Delivery: Instructor Led, Classroom


Introduction to the Incident Command System provides the foundation for higher level ICS training. This course describes the history, features and principles, and organizational structure of the Incident Command System.

This course is intended for, but not limited to:

  • Cities, Towns, Rural Municipalities
  • Telecommunications, Hydro, Energy 
  • Private Corporations, Government, Hospitals 
  • Volunteer organizations, Educational Institutions
  • Police, Fire and EMS responders

Learning Outcomes

At the conclusion of this course, you should be able to:

  • Identify three purposes of the Incident Command System (ICS)
  • Identify requirements to use ICS
  • Describe the basic features of the Incident Command System (ICS)
  • Describe the role and function of the Incident Commander and Command Staff
  • Describe the roles and functions of the Operations, Planning, Logistics and Finance/Administration Sections
  • Describe the six basic ICS facilities
  • Describe common responsibilities at an incident

 

Incident Command Systems Level 200

Prerequisite: ICS100
Duration: 8 Hours
Delivery: Instructor Led, Classroom, Tabletop Exercise Scenario


Designed to enable personnel to operate efficiently during an incident, planned or unplanned event within the Incident Command System. Focusing on managing single resources ICS 200 is a management tool used for incidents that are beginning to grow in size and multiple agency resources response.


This course is intended for, but not limited to:

  • Cities, Towns, Rural Municipalities
  • Telecommunications, Hydro, Energy 
  • Private Corporations, Government, Hospitals 
  • Volunteer organizations, Educational Institutions 
  • Police, Fire and EMS responders

Learning Outcomes

  • Describe the ICS Organization appropriate to the complexity of the incident or event
  • Apply principles and features of ICS
  • Setup Incident Facilities
  • Utilize Incident Resources
  • Use ICS to effectively manage an incident or event

 

Incident Command Systems Level 300

Prerequisites: ICS100/200
Duration: 12 Hours
Delivery: Instructor Led, Classroom, Tabletop Exercise Scenario

Designed to enable personnel to operate efficiently during an advanced stage incident, planned or unplanned event within the Incident Command System. Focusing on managing multiple resources ICS 300 is a management tool used for managing incidents by objectives and strategic planning as an incident continues to grow and require the expansion of the management structure with detailed planning.

This course is intended for, but not limited to:

  • Cities, Towns, Rural Municipalities
  • Telecommunications, Hydro, Energy 
  • Private Corporations, Government, Hospitals 
  • Volunteer organizations, Educational Institutions
  • Police, Fire and EMS responders

Learning Outcomes

At the conclusion of this course, you should be able to:

  • Identify and staff the General Staff functions within the ICS structure
  • Know the responsibilities of the Operations, Planning, Logistics and Finance Sections
  • Activate and Staff various Groups, Divisions and Sectors
  • Develop base operations, camps and air operations
  • Manage the response of various supporting agencies arriving at an incident

 

Incident Command Systems Level 400

Prerequisites: ICS100/200/300
Duration: 16 Hours
Delivery: Instructor Led, Classroom, Tabletop Exercise Scenario, Practical


Designed to convey a wealth of information and management tools to effectively manage major and complex incidents. ICS 400 is the framework required to handle disasters where multiple agencies are responding to an incident that require immediate structure and organization placement. This course is designed for major event planning that requires the knowledge and management skills within ICS to effectively mitigate major events.

  • Volunteer organizations, Educational Institutions

 Learning Outcomes

At the conclusion of this course, you should be able to:

  • Advance integration of the Command and General Staff functions
  • Establish Unified Command
  • Effectively manage major incidents and widespread damage requiring multi agency response
  • Activation of area command within an Emergency Operations Center (EOC) structure
  • Advance integration of the expanding general staff requirements responsible for Operations, Planning, Logistics and Finance groups, divisions and sectors.

 

Incident Command Systems Level 402

Prerequisite: None
Duration: 3 Hours
Delivery: Instructor Led, Classroom
 

ICS orientation for executives, administrators, and policy makers. It provides a basic understanding of ICS, unified and area command and multi-agency coordination to those persons responsible for establishing or implementing policy but who normally are not a part of the on-scene ICS organization. The module also discusses responsibilities and information transfer between Executives and Incident Commanders.
